If childcare workers believe that their overriding priority is to return children to their parents unscathed, there will inevitably be little incentive to allow children to experiment, explore or step beyond their comfort zones. For workers, permitting a child to do things that might lead to hurt or distress means taking a risk themselves, so they are likely to supervise children closely and direct and control their activities.
